City of Rhinelander Bicycle and Pedestrian Plan 2019
The focus of this plan is to enhance the viability of bicycling and walking as forms of transportation throughout the City of Rhinelander (Map 1). This plan focuses on guidelines for planning bicycle and pedestrian facilities, with general design and funding information included. This plan also examines existing conditions for biking and walking and suggests routes and segments on which to prioritize bicycling and walking improvements.
Adams County Strategic Plan
Strategic planning is an organizational management activity that is used to set priorities, focus energy and resources, strengthen operations, ensure that everyone is working toward common goals and general agreement action items. It is a disciplined effort that produces fundamental decisions and actions that shape and guide what an organization is, who it serves, what it does, and why it does it, with a focus on the future.
City of Tomahawk Outdoor Recreation Plan 2020-2024
The primary purpose of this outdoor recreation plan is to provide continued direction toward meeting the current and future recreation needs of the City of Tomahawk.
Town of Antigo Comprehensive Plan 2019

Oneida County Land and Water Resource Management 2020-2029
The Oneida County Land and Water Resource Management (LWRM) plan was developed to assist the county’s citizens and natural resource agencies with managing and protecting the land and water resources throughout Oneida County. The goals and objectives in this plan will help resolve local natural resource problems as identified by the Resource Advisory Group. These goals and objectives will also provide the basis for various local, state, and federal agencies to coordinate implementation of their programs of land and water management.
Langlade County Land and Water Resource Management 2020-2029
The Langlade County Land and Water Resource Management Plan was developed to assist the County’s citizens and natural resource agencies with managing and protecting the land and water resources throughout Langlade County.

Town of Texas Comprehensive Plan 2019
The state planning law – 66.1001 – requires that comprehensive plans be updated every
10 years. In early 2018 the Town initiated a process to update its 2006 plan. The Town
Plan Commission held meetings to review changes and discuss goals, objectives and
polices. A public hearing was held and the Town Board adopted the plan.
City of Adams Outdoor Recreation Plan 2019-2023
The primary purpose of this outdoor recreation plan is to provide continued direction toward meeting the current and future recreation needs of the City of Adams.
This Outdoor Recreation Plan (ORP) was prepared pursuant to Wisconsin Statute §23.30 Outdoor Recreation Program. This section serves “to promote, encourage, coordinate, and implement a comprehensive long-range plan to acquire, maintain, and develop for public use, those areas of the state best adapted to the development of a comprehensive system of state and local outdoor recreation facilities and services…”
Annual Report 2019
The Annual Report is prepared to provide interested local, state, and federal officials as well as citizens with an overview of the activities undertaken by the NCWRPC over the last year. The report highlights our five core work areas:
• Economic Development
• Geographic Information Systems
• Intergovernmental Cooperation
• Land Use, and
• Transportation
In addition, the report meets the requirements as outlined in Wisconsin Statute 66.0309(8)(b) for annual report preparation. This is our 46th Annual Report. With your continued support, we look forward to another successful year in 2020.
